Pollution Liability Insurance Agency

If you are a homeowner with a heating oil tank, you will be pleased to learn about a FREE program initiated by the heating oil dealers of Washington State that offers valuable protection.

The Heating Oil Pollution Liability Insurance Agency, or PLIA, provides homeowners with up to $60,000 of liability insurance in the unlikely event of a tank failure. The program is free to all homeowners with active heating oil tanks in Washington State, as long as they have registered with PLIA at (800) 822-3905.

Here's how it works.

Residential heating oil tanks are exempted from Washington State Department of Ecology regulations. However, even though heating oil is non-toxic, has no carcinogens and is biodegradable, if a spill or leak is extensive, the Department of Ecology may require clean-up.

The Heating Oil Pollution Liability Insurance Program would then cover clean-up costs. Coverage includes up to $60,000 per occurrence, per site, per year (costs covered by homeowners or other insurance are not included). Clean-up costs are covered for your property plus a third party’s property, with up to $1,500 for property damage restoration for each.

Tank replacement is not covered.

Who's eligible?

All active heating oil tanks in Washington State that have been registered with the Pollution Liability Insurance Agency. And the best part is – it’s FREE!

Tips to stay warm and save money this winter:

  • Have your heating system inspected annually to ensure that is safe and operating at maximum efficiency.
  • Check your air filter every month and replace it if it shows any buildup of dust and dirt. Dirty filters are the biggest causes of inefficient heating systems since they reduce airflow through your furnace.
  • Seal your ductwork. Leaky ductwork can result in heat loss of up to 50% into your attic and/or crawl space.
  • Install a programmable thermostat. When properly used, it could save as much as $100 off your annual heating bills.
  • Add insulation to keep heat from leaking out through exterior walls, ceilings with cold spaces above, and floors with cold spaces below.
  • Open shades and drapes during the daytime to let in the sun's warmth. Close when the sun goes down.
  • Install storm windows, drapes and weather-stripping to seal out drafts and block heat loss.
  • Close kitchen vents, fireplace dampers and closet doors when not in use.
  • Remove air conditioning window units, or cover them well.
  • Keep radiators free of dust for maximum efficiency.
  • Wrap your pipes to guard against heat loss and prevent them from freezing.
  • Avoid using space heaters. Unless you are willing to keep the rest of the house chilly, they are expensive to operate and can be dangerous.

Understanding how much fuel you need is another key way to save money. This not only prevents run outs, but will help you maximize your order by planning the frequency.
